ENCACN - Receive Error 'Error While Loading Shared Libraries' When Running Mass Change On Bills of Material (Doc ID 2134609.1)

Symptoms

Users are unable to perform mass changes on Bills of Material.
After launching the Mass Change concurrent program, it fails with the following error as seen in the ECNACN log file:

ENCACN: error while loading shared libraries: libstdc++-libc6.2-2.so.3: cannot open shared object file: No such file or directory
/d10/oracle/uat1/apps/apps_st/appl/eng/12.0.0/bin/ENCACN
Program exited with status 127
