Symptoms

When try to view P11D form via P11D Admin MENU error message appear: Adobe Reader could not open ‘filename.pdf’ because it is either not a supported file type or because the file has been damaged

Steps to Reproduce:
1. Login under UK HRMS Manager responsibility
2. Run P11D archive and PDF concurrent program.
3. Create a new user in the instance and add the responsibility where
the Employee is created in step one to this user.
4. Query for the employee in P11D search page.
5. Try open PDF report - error message appear: Adobe Reader could not open ‘filename.pdf’ because it is either not a supported file type or because the file has been damaged
