Collaboration Team Members With Full Access Are Unable To Create New Round On RFQ (Doc ID 2135135.1)

Symptoms

In Oracle Sourcing, Release 12.1.3 and later, after upgrading from Release 11.5.10, collaboration team members with full access are unable to create new round on an RFQ.

The issue occurs for RFQs that were created both prior to and after the upgrade was completed.
Due to this issue, there are many RFQ's stuck as the team members are unable to create the new round of negotiation.


Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Responsibility: Sourcing Buyer
2. Navigation: Sourcing Homepage -> Create RFQ
3. Add Collaboration Team Members with full access
4. Publish RFQ
5. Close RFQ
6. Login as Team Member to create new round. However, the Create New Round option is not available in the Actions drop-down list of values (LOV).
