Cannot Activate Concurrent Manager After Fresh Cloud Instance (Doc ID 2136730.1)

On : 12.2.5Cloud version, Other

After provisioning E business suite on Oracle Cloud Service, users can access E business suite environment but when trying to run any concurrent manager job get below error.

 No Manager

Diagnostics" shows:

This request will not be processed because the Concurrent Processing facility has not been started for this instance.

Contact your system administrator to start Concurrent Processing in order for this request to be run.

The issue can be reproduced at will with the following steps:
1. Login to application
2. Try running any concurrent job

The issue has the following business impact:
Due to this issue, users cannot run any concurrent manager job .
