ACTUAL BEHAVIOR

Not able to fetch the values from Resource LOV while submitting OTL Timecard
EXPECTED BEHAVIOR

Resource LOV should retrieve the values
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Go to Self Service Time Responsibility
2. Enter Time in EAM Timecard Layout
3. No Values in Resource LOV
4. Resource and Department have been created and assigned with Contingent workers.
