Symptoms

When using this API -  AR_CREDIT_MEMO_API_PUB.CREATE_REQUEST 

to create a Credit memo in SQL developer, using P_SKIP_WORKFLOW_FLAG = Y the API seems to run forever,  neither ending in error or creating a Credit Memo.
