On : 12.2 version, INSTALL

ACTUAL BEHAVIOR

When upgrading from 12.1 to 12.2 OKLCONR.odf and OKLAMUV.odf are hanging.

EXPECTED BEHAVIOR

Expect these to not hang.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply the upgrade patch to move from 12.1 to 12.2
