Entered And Saved Contract Header Flexfield Values Are Not Displayed When Form Is Reopened

Add Header level details to a Service Contract, including Descriptive Flexfield values, and save. Close the contract and reopen it. The DFF fields are now blank.

Expect the DFF values to be shown after closing and reopening the contract.

The issue can be reproduced at will with the following steps:
1) Contract Administration > Launchpad > Tools > New
2) Enter required contract header information including contract header DFF values > Save > New contract information is saved
3) Reopen the contract > Contract header DFF context value is displayed, DFF segment values are missing

Due to this issue users cannot effectively utilize the header level DFFs.
