Purchase Order Form Not Getting Opened After Upgrade (Doc ID 2137079.1)

Symptoms

On : 12.2.4 version, Purchase Order

While upgrading the instance to R12.2.4 users are not able to Open "Purchase Orders" form.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade the instance to 12.2.4

2. Navigate to a Purchasing Responsibility -> open Purchase Order form.
    Nothing happens
