Insufficient Privilege Error In Apache Logs While Logging Into EBS 11i From Windows 10 (Doc ID 2137693.1)

Symptoms

On E-Business Suite (EBS) 11.5.10.2, when attempting to Log in using a Windows 10 workstation the following error occurs:

oa_servlets%2Foracle.apps.fnd.sso.AppsLogin&errText=You+have+insufficient+privileges+for+the+current+operation.&s2=5F255C6A1C59517F4EE4C9D315F3B1A14D6CF4D9767AC7CA796922F9A1689E3A HTTP/1.1" 200 6725 1

 Apache access.log shows the following errors:

The issue can be reproduced at will with the following steps:
1. Log into EBS 11i using IE 11 from windows 10 clients.
2. The error occurs.

The issue has the following business impact:
Due to this issue, Windows 10 workstation users cannot Log in.

NOTE: Windows 7 workstation allows a successful Log in.
