Bill / Ship To Party / Account Details Not Populated On the Service Request Form (Doc ID 2137944.1)

On : 12.1.3 version, Service Request Form

ACTUAL BEHAVIOR
---------------
Bill / Ship to party / account details not populated on the Service Request form

EXPECTED BEHAVIOR
-----------------------
Should populated Bill / Ship to party / account details on the Service Request form

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Open the SR form
2) Provide the Serial # 09-0208-16 on the SR Header
3) Observe that in Bill/Ship addresses tab , the address is populated but the Party number and Account number are not populated

Profile : Service: Validate Bill To and Ship To LOVs is set to By Account Sites

This behavior is not seen if Service: Validate Bill To and Ship To LOVs is set at By Party Sites.

Also this issue is happening when the BILL/SHIP to addresses on the Install Base instance are invalid.
