"Insert Managerial Approver" Option Not Working

When attempting to insert managerial approver, the following error occurs.

Unable to change the managerial Approver. Please contact your System Administrator to review the setup.

The issue can be reproduced at will with the following steps:
1. iProcurement
2. Requisition checkout
3. Approvals step in checkout
4. Actions ( Select Change Managerial Approver and insert manager)
5. Next
6. Error
