Symptoms

When attempting to Run the concurrent program, Unapplied Receipts Journal, the Request completes in error with the following messages in the Log File :

java.sql.SQLException: ORA-19202: Error occurred in XML processing
ORA-04061: existing state of package body "APPS.ARP_RECON_REP" has been invalidated
ORA-04065: not executed, altered or dropped package body "APPS.ARP_RECON_REP"
ORA-06512: at "APPS.ARP_RECON_REP", line 2038
ORA-06512: at line 1
Oracle error 4068: java.sql.SQLException: ORA-04068: existing state of packages has been discarded
ORA-04061: existing state of package body "APPS.FND_CONCURRENT" has been invalidated
ORA-04065: not executed, altered or dropped package body "APPS.FND_CONCURRENT"
ORA-06508: PL/SQL: could not find program unit being called: "APPS.FND_CONCURRENT"
ORA-06512: at line 1
has been detected in FND_CONCURRENT.SET_INTERIM_STATUS.APP-FND-01564: ORACLE error 4068 in afpprq

Cause: afpprq failed due to ORA-04068: existing state of packages has been discarded
ORA-04061: existing state of package body "APPS.FND_GLOBAL" has been invalidated
ORA-04065: not executed, altered or dropped package body "APPS.FND_GLOBAL".

The issue can be reproduced at will with the following steps:

1. Log into Receivable Responsibility
2. Navigate to view -> request -> Submit Single Request
3. Submit a concurrent Request, Unapplied Receipts Journal
4. The concurrent Request will be completed with error status and the Request log file shows the above error messages
