Debrief Form Allows Material Debrief Even No Enough Onhand When Using Locators (Doc ID 2138402.1)

On : 12.2.4 version, Debrief / Field Service Report

On Debrief form, the onhand quantity validation is not looking at Locator
level. So it allows user to save the Material Debrief Line and it might cause
the 'CSF: Update Debrief Lines' concurrent to fail because it will cause
nagative quantity in the locator

Expect Behavior:

Expect the onhand quantity validation to be correct on Locator level

Steps to reproduce issue:

1) Did misc receipts for the item in Subinventory + Locator A, created
quantity 5 in that Locator

2) Did another misc receipts for the same item in the same Subinventory +
Locator B, created quantity 7 in that Locator,    so I had total onhand
quantity 12

3) So I saved the Material Debrief for this item in Subinventory + Locator A
with quantity 8.  The form allowed me to save.  (This should be wrong)

4) The concurrent program: CSF: Update Debrief Lines failed with 'negative
onhand quantity' error.
