After Patch 21272084 Cannot Create A New Task As Task Type Is Grayed Out

On : 12.1.3 version,

After patch 21272084 cannot create a new Task as Task Type is grayed out.

Expect to be able to create a new task.

The issue can be reproduced at will with the following steps:
1. Query a customer/organization in Collections.
2. Select a transaction on the Transactions Tab.
3. Go to Task Tab
4. Change to All OU
5. View By Customer
6. Try to create a new task and all fields are available except Task Type.

Also tried after disputing a transaction and using Dispute Task type.

The issue has the following business impact:
Due to this issue, users cannot create Tasks.
