Create Datasource In OAM Fails With Xml:409: Error Creating DataSource (Doc ID 2139004.1)

Symptoms

After running the create datasource script, the following error occurs in ant execution:

Have tried using both Instance Name and Service Name for TargetServer
../appsutil/accessgate/STAGE/txkEBSAuth.xml:409: Error Creating DataSource at org.apache.tools.ant.taskdefs.Exit.execute(Exit.java:142)
