STEP TO REPRODUCE:

1.  A Component Pick Release is performed for a job which has 2 components.
    For one of the components - Component A, there is sufficient On-hand Quantity.
    For the other component - Component B, there is zero or insufficient On-hand Quantity.

2.  The User performs the Component Pick Release after selecting the Pickset check box.  Note the Move Order is created with header and having blank lines.
