Symptoms
Executing the Payroll process or QuickPay fails and the log file has the following error:

Cause: an internal error has occurred at location py3vntsetup : 2
Action: please contact your Oracle customer representative.

Steps to Reproduce:
In US HRMS Manager responsibility or equivalent:
1. Execute a QuickPay or Payroll process
Navigate for QuickPay: FastPath > QuickPay
Navigate for Payroll Process: Processes and Reports > Submit Processes and Reports > Single Request
2. Check results of the process and see the error.
Navigate: View > Requests > Click on the View Log button
