Tax is not Calculating after Changing the Province Name from ON to ONTARIO on the Customer Address

On : 12.1.3 version, Tax Set Up

Customer addresses have been updated to use the Province name instead of the Province 2 digit abbreviation.
Now, Tax is not calculating on the invoice after changing the Province Name from ON to ONTARIO on the customer address

The issue can be reproduced at will with the following steps:
1.  Create/Update customer with address of Ontario.
2.  Create Invoice for this customer.

The issue has the following business impact:
Due to this issue, tax is not correct for Canadian locations.
