Installed Base Doesn’t Allow ACTIVE_START_DATE To Be Changed (HT 419094)

When attempting to add a new service provider to an instance
the following error occurs.

 Installed Base doesn’t allow ACTIVE_START_DATE to be changed

The issue can be reproduced at will with the following steps:

Installed Base Agent User Responsibility
Query up an instance with an expired service provider
Add a new service provider with is same as previous expired service provider
Save and see the error
