How can a user verify if a credit usage rule is assigned to a Party, Account or Site?

When the ARCMGTAP workflow fails with 'No Credit Usage Rule Assigned', it is difficult to determine if a credit usage rule is defined at various level. The following steps will help to view/confirm if one is assigned.
