Symptoms
In the Suppliers Banking Details when creating a bank for Germany the following error occurs:

This combination of bank name and bank number already exists for this country. Please check whether this bank has already been set up or the bank name and number is valid.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Payables Responsibility
2. (N) Suppliers and go to the Suppliers Banking Details page.
3. Click on Create and enter bank name, bank number and get the error
