Rates Disappear After Processing a Life Event

When a life event is processed, the rates for some plans disappear.  It happens for plans that have coverage based on compensation derived factor.

Processing a life event should not cause rates to disappear.

The issue can be reproduced at will with the following steps:
1. Life event processed on 01-JUN-2016.
The coverage and the rates are as they should be at the time of this life event.
2. Process another life event Hours Worked in Period Changed on 01-AUG-2016.
The coverage is fine but the rates disappear for all plans using the compensation derived factor.
