Item Substitution Not Working For Booked Orders

Goal
Qn1: Customer is able to successfully use the functionality - item substitution when the order is in Entered status, but why is customer unable to use the item substitution when the order is in 'AWAITING SHIPPING' status?
An1: OM only supports automatic item substitution after booking.
Manual item substitution is not supported after booking. , which means customer can't see the substituted items in the 'Related item' window after booking.
If customer want to use 'Automatic item substitution', please review page 4-16 'Automatic Item Substitution in Order Management' Via 'Oracle Order Management User's Guide'.
Qn2:Customers ultimate goal is to perform item substitution via an API 60% of the time and then 40% of the time via the form currently when an order is in entered status customer can select the item substitution button and see the items .
When the status of the line is booked customer cannot see the enabled button and cannot see any items.

Customer must have APS and GOP fully installed to support automatic item substitution
