ACTUAL BEHAVIOR
---------------
Supplier contacts that do not have FND user accounts are deleted after running script pos_rm_dupe_contacts.sql

EXPECTED BEHAVIOR
-----------------------
Supplier contacts should not be deleted even if they do not have FND user accounts.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply <Patch:19176952>:R12.POS.B
2. Run script pos_rm_dupe_contacts.sql
3. User accounts are deleted from iSupplier contacts directory.
4. The same are available in iProcurement.
5. The root casue is missing records in table hz_party_usg_assignments.

BUSINESS IMPACT

Due to this issue, users cannot find contacts in isupplier contacts page.
