Symptoms

We cannot create Legal Entity for Republic of Korea. The following error is raised:

You have encountered an unexpected error. Please contact the system administrator for assistance.
oracle.apps.fnd.framework.OAException: java.lang.NullPointerException
at oracle.apps.fnd.framework.OAException.wrapperException(OAException.java:912)
at oracle.apps.fnd.framework.webui.OAPageErrorHandler.prepareException(OAPageErrorHandler.java:1202)
at oracle.apps.fnd.framework.webui.OAPageErrorHandler.processErrors(OAPageErrorHandler.java:1472)


The issue can be reproduced at will with the following steps:
