Error 'ORA-01795: maximum number of expressions in a list is 1000' occurs when adding More Than 1000 Legal Entities to a Ledger (Doc ID 2142002.1)

When attempting to add more than 1000 legal entities(LE) to a ledger, the following error occurs.

Exception Details.
oracle.apps.fnd.framework.OAException: oracle.jbo.SQLStmtException: JBO-27122: 准备语句时出现 SQL 错误。

java.sql.SQLSyntaxErrorException: ORA-01795: maximum number of expressions in a list is 1000

The issue can be reproduced at will with the following steps:
1. Login as General Ledger responsibility
2. Navigate to Setup > Financials > Accounting Setup Manager > Accounting Setups
3. Query a ledger, and add a legal entity were there are already 1000 Legal Entities existing
