On : 12.1.3 version, Service Tax Setups - General

User is implementing the Swachh Bharat Cess (SBC) solution of India Localization.

User getting the following error message when trying to apply the relevant <Patch 22244813:R12.JAI.B>:

ATTENTION: All workers either have failed or are waiting:
  FAILED: file b16906218_cp.ldt on worker 1.
  FAILED: file b17535532cp.ldt on worker 2.
  FAILED: file b17587720cp.ldt on worker 3.
  FAILED: file b18116471.ldt on worker 4.
  FAILED: file b20329357.ldt on worker 5.
  FAILED: file b20977486_cp.ldt on worker 6.

ATTENTION: Please fix the above failed worker(s) so the manager can continue.

Telling workers to quit...
9 workers have quit. Waiting for 5 more.
10 workers have quit. Waiting for 4 more.
11 workers have quit. Waiting for 3 more.
12 workers have quit. Waiting for 2 more.
13 workers have quit. Waiting for 1 more.

Patch log shows the following error:

PLS-00306: wrong number or types of arguments in call to 'LOAD_ROW'

The specified patch should get applied successfully without any error message.

The issue can be reproduced at will with the following steps:
1. Apply the <Patch 22244813> per readme instructions.
2. Observe that the patch is not getting applied successfully.
3. Refer to the error message generated in the log file.

The issue has the following business impact:
Due to this issue, users cannot apply the SBC patch successfully.
