Sub Lines Of PTO Item Are Not Added If QTY Is Not Entered (Doc ID 2142957.1)

Sub Lines of PTO Item are not added if QTY is not entered.  When PTO Item is entered without qty, error down to new line, receive message "Order Quantity must be specified for the config item X" and then User-Defined Exception in package oe_config_util Procedure Process_included Items and then qty is entered -- sub line is not added.
Order Management Responsibility
Navigation: Orders, Returns>Order Organizer
Create Order header
Go to Line Tab:
Enter Ordered Item (config item) 999999
Do not enter quantity
Arrow Down

Receive pop-up message:
"Order quantity must be specified for the Config Item 123456-006"

Click OK

Receive another pop-up message:
"User-Defined Exception in Package Oe_Config_Util Procedure Process_Included_Items"

Click OK

Go back to the line and enter a quantity and Save the order

FRM-40400: Transaction completed: 1 records applied and saved.

Would have expected for the Config item to 'explode' ->>

1.1 999999 qty 1
2.1....1 123456-006 qty 16

So why is the config item not exploding after entering the quantity?

Why doesn't the application let you enter the quantity after getting initial warning message rather it gives you an error - "User-Defined Exception in Package Oe_Config_Util Procedure Process_Included_Items"?

Is this error message "User-Defined Exception in Package Oe_Config_Util Procedure Process_Included_Items" preventing the explode to occur after the quantity is entered?
