ACTUAL BEHAVIOR
---------------
The behavior of the issue is when a Call from non registered phone is received it takes long time for telephony to return


EXPECTED BEHAVIOR
-----------------------
Expect the telephony to return in few seconds

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.customers only dial in to the support number using their phone number, they wont enter account number or party id or service request number.
2.If there is only one contact in EBS with that number, UWQ pops out with the correct customer information.
3.If the number is not in the system then telephony takes long time to search and it times out after long time
