Symptoms

ACTUAL BEHAVIOR
---------------
After creating the detail effort records, it sums up all the percentages calculated for each record for each person, each effort_report_id, and if the total percent is less than 100, it randomly adds the difference (caused by 100% split across many lines) to one record in that group without any regard as to whether the record has an actual salary amount.

EXPECTED BEHAVIOR

The detail effort records should not randomly add the difference (caused by 100% split across many lines) to one record in that group without any regard as to whether the record has an actual salary amount.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigation : In Labor Distribution , Progress S&L > Effort Reporting
2. Configure and Run Effort Report Template
3. See the detail effort records sums up all the percentages calculated for each record for each person, each effort_report_id, and if the total percent is less than 100, it randomly adds the difference (caused by 100% split across many lines) to one record in that group without any regard as to whether the record has an actual salary amount.
