400 / 404-Bad Request Error While Doing Check Out In IProcurement (Doc ID 2144369.1)

Symptoms

On Release 12.2.4 version, Catalog Shopping and Non Catalog Request

When attempting to do checkout from iProcurement, the following error occurs.

ERROR:

Error 400 - Bad Request
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
10.4.1 400 Bad Request
The request could not be understood by the server due to malformed syntax.
The Client SHOULD NOT repeat the request without modifications.

STEPS TO REPRODUCE
===================
The issue can be reproduced at will with the following steps:
1. Sign on to iProcurement Responsibility
3. Move to Home Page > Shop Tab > Non Catalog Request
4. Create a Non Catalog Request and Click: "Add to Cart" > View Cart and Checkout
5. Receive Error:
  Error 400 - Bad Request
  From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
  10.4.1 400 Bad Request
  The request could not be understood by the server due to malformed syntax.
  The Client SHOULD NOT repeat the request without modifications.

The issue is also reproducible with the Responsibility: Functional Administrator

1. Navigation: Home page > "Core Services" Tab
2. Select: Caching Framework > Global Configuration > "Clear All Cache" and Click: Yes
3. Receive Error: 400 - Bad Request

The request could not be understood by the server due to malformed syntax.
The Client SHOULD NOT repeat the request without modifications.

The issue is also reproducible while editing charge account in iProcurement for some of the cases.
