Symptoms

On : 12.2.X, R12.1.X, R12.0 version, Excise - Order to Cash Cycle

ACTUAL BEHAVIOR
---------------
Shipping business event not fired at the time of shipping of a delivery. No records inserted in jai_om_wsh_lines_all table.

EXPECTED BEHAVIOR
-----------------------
The JAI_OM_WSH_LINES_ALL table should be populated with the data and EXCISE invoice has to be generated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create SO and book the same.
2. Perform the ship confirm
3. Observed that the Excise invoice is not generated since the JAI_OM_WSH_LINES_ALL table is not populated.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create Excise invoice and business process of the shipment is stopped.
