On : 12.1.3 version, Party Preferences

When attempting to update Tax Registration Number via Customer UI, following error occurs.

ERROR-This record in table HZ_PARTIES cannot be locked as it has been updated

The issue can be reproduced at will with the following steps:
1. (R) Receivables

2. (N) Customers > Customers

3. Query a customer - Try to Update the existing Tax Registration number and click on the Save button

The issue has the following business impact:
Unable to update the Tax Registration Number.
