ACTUAL BEHAVIOR

When using the gme_api_pub.create_batch to create batches there is a performance issue.

EXPECTED BEHAVIOR
-----------------------
Not to have a performance issue .
Within the application, creating a batch (time from when you hit save button through time batch number is returned) takes about 2 seconds. Looking at
the data, some of the faster times are in the 3 to 6 second range, but lately seeing some take up to 225 seconds per batch.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.We are using gme_api_pub.create_batch to create batches. With each subsequent
batch creation, processing times are taking longer.
