Genarate Sourcing Rules Program Creates Data for Items that are not Assigned to Inventory Organizations

On : 12.1.3 version, Purchase Order

Generate sourcing rules program creates ASL records for the items on the BPA
lines and the inventory organization set in the generate sourcing rules
program parameters. This happens even if the item is not assigned to the
inventory organization in question. In this case the record is inserted in
the ASL table but is not visible in the ASL form.

Records should only be inserted in the ASL table if the item is assigned to the inventory organization

Steps to Reproduce :
1. Create Blanket Agreement. Save and approve the document.
2. Run Generate Sourcing Rules and Approved Supplier List concurrent program for BPA. Choose organization in the program parameters that does not have the item(s) on the BPA assigned
3. ASL records are created for the item and org combination even though the item is not assigned to the inventory organization
