Order Organizer Folder Is Not Working after Patch Application (Doc ID 2145261.1)

Symptoms

After the application of patch 19258555:R12.ONT.B, the folders functionality stopped working on the sales orders form. Prior to the patch application, clicking on the public folder "Supply Eligible lines" lists all the lines in orders where status = Supply Eligible. The patch application had broken this functionality.
