Symptoms

ACTUAL BEHAVIOR
---------------
The Category Manager page has +) contain an Add button to enable addition of categories but failing to add when the customer submit

EXPECTED BEHAVIOR
-----------------------
Expect the Category Manger page do create new categories from Email Center Admin.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Email Center Administrator responsibility
2.Email Center Administration -> Knowledge Base -> Documents -> Categories
