Payables Purge Process throws Error (APXPGSUB)

When attempting to Abort/Restart/Confirm the Submit Purge (Payables Purge) two errors are thrown:
FRM-40657: Record changed or deleted by another user
APP-SQLAP-10014: You cannot commit before you enter values in all required fields.

A review of the FRD Trace showed the following error:

FRM-40212: Invalid value for field OPERATING_UNIT.

STEPS

The issue can be reproduced at will with the following steps:
1. In the Payables Purge responsibility, create a purge
2. Select Initiate
