On : 12.1.3 version, Asset Capitalization

ACTUAL BEHAVIOR

Users are unable to capitalize some CIP Costs that were incorrectly marked as Net Zero.

STEPS

The issue can be reproduced at will with the following steps:
1. Run PRC: Generate Asset Lines

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot capitalize CIP Cost to asset.
