Pop-up Scrolling Issue After Patches Applied - Scroll Bar is Missing - Scrollbar (Doc ID 2146481.1)

On : 12.2.5 version, Punchout to Supplier or hub

When attempting to add more than 4 lines to the shopping cart there is no scroll bar to be able review lines in the popup "Shopping Cart & Checkout"

The issue began to occur after applying <Patch 22759122>:R12.ICX.D and <Patch 22136978>:R12.ICX.D. The issue does not occur if these patches are not applied.

Steps to reproduce:
1. iProcurement
2. Create Non Catalog Request
3. Add more than four lines to the cart,
4. View the cart and have no scroll bar to view all lines

Expect the scrollbar should be available
