Symptoms

On : 12.1.3 version, Project Performance Reporting

When attempting to run PRC: Update Project Summary Amounts process,
the following error occurs.

ERROR
-----------------------
REP-1419: 'beforereport': PL/SQL program aborted.
REP-0069: Internal error
REP-57054: In-process job terminated:Terminated with error:
REP-1419: MSG-00001: Calling Maintain Project Accumulation at 05-APR-2016 00:20:59
MSG-00001: Concurrent request id is 20616653
MSG-00001: ORA-00060: deadlock detected while waiting for resource
MSG-00001: Exception was generated by Accumulation API
REP-1419: 'beforereport': PL/SQL program aborted.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the PRC: Update Project Summary Amounts process with parameters:

p_budgets_flag='Y'
p_commitment_flag='Y'

p_num_batch_size='1700'
p_num_parallel_runs='3'

2. The process errors out. Log file shows error:

REP-1419: 'beforereport': PL/SQL program aborted.
REP-0069: Internal error
