Incremental Backflush Gives Error, "Quantity must be less than or equal to Available to transact" (Doc ID 2146903.1)

Symptoms

On : 12.2.5 version, Batches

When attempting to do an Incremental Backflush from the product of a parent batch,
the following error occurs:

"Quantity must be less than or equal to Available to transact"

This error is coming up over the actual Incremental Backflush screen. The customer does have some ingredients that do not have enough available, but normally the system presents the  Material Exceptions screen showing which items do not have enough available, and allowing the user to proceed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform Incremental Backflushing on the product of a parent batch, and have not enough available of some ingredients

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see which ingredients have shortages, and cannot go ahead and proceed anyway.
