Autopack Delivery Feature, When Done During Pick Release, is not Working (Doc ID 2147857.1)

Symptoms

On : 12.1.3 version

Upgrading from 11i to R12.1.3 and find that Autopack Delivery feature, when done as part of pick release, is not working.
The pick release is done with a Release Rule. This release rule has Autopack Delivery = Yes
It also has Autocreate Delivieries, Auto Allocate and Auto Pick Confirm = Yes

Other Details:
==> When the Autopack is done outside of pick release it works fine.
==> Have the same setup in the 11i instance and Autopack is working when done as part of pick release.

Example order is 57293474:

The log file shows that Autopack is failing as follows:
  msg_buffer ==> Actions cannot be performed on selected lines as they are released to warehouse.
  msg_buffer ==> The packing operation encountered an error. None of the deliveries could be packed successfully.
  msg_buffer ==> Error occured while Autopacking delivery into container.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit pick release using a release rule
2. Pick release completes successfully and detail is Staged
3. However, Autopack fails
