Compensation Workbench Plan is not Appearing for Managers After Submitting the Participation Process: Compensation Workbench (Doc ID 2148642.1)

Symptoms

Actual Behavior:
After submitting the Participation Process: Compensation Workbench, the compensation plan is not displayed for the managers.

Expected Behavior:
Expect the compensation plan to be viewable and accessible by the managers.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to Processes and Reports > Submit Processes and Reports > Single Request.
3. Submit the Participation Process: Compensation Workbench for the plan in question.
4. Access Compensation Workbench for Managers.
     - Plan is not shown.
