New Customers and Contacts Can Be Created With CSD: Read Only Workbench Profile Set To Yes

On : 12.1.3 version,

In the Depot Repair > Repair Order form  users are able to create New customer when the Profile option  'CSD: Read Only Workbench' is set to Yes

The expectation is that the form is suppose to be read only and users should not have any update capabilities

The issue can be reproduced at will with the following steps:
1.Depot Repair Repair Order form editable
2. Set the profile value CSD: Read Only Workbench to “Yes” on the responsibility level
3. The Depot repair order become read only but the New Contact button still enable
4. Click on the New Contact Button and the New party form opened
5. Fill in the required information and click on “OK” button
6. Able to create new party
