Taxes On BPA Not Flowing To Blanket Release (Doc ID 2148972.1)

PROBLEM STATEMENT
=================
On : 12.2.4 version, India PO Localizations

ACTUAL BEHAVIOR
---------------
Taxes on BPA are not flowing to Blanket Release.

EXPECTED BEHAVIOR
-----------------------
Taxes are expected to flow from BPA to release.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Create a BPA , attach Taxes.
Approve it.
Now, create a release.
Taxes are not flowing into release.

Error observed via fnd debug log :-
