EGO_RULES_UTIL_PUB Invalid During Upgrade From Release 12.1.3 To Release 12.2.5 (Doc ID 2149172.1)

Symptoms

Find that the package EGO_RULES_UTIL_PUB is INVALID when trying to upgrade from release 12.1.3 to release 12.2.5. Note the package was valid in release 12.1.3 before the upgrade processes began. Then during the upgrade process, after getting to release 12.2.0, the invalid is found prior to completing the upgrade to release 12.2.5.

When trying to recompile, the following error occurs:

Steps
The issue can be reproduced at will with the following steps:
1.Find that PACKAGE BODY EGO_RULES_UTIL_PUB
2. Try to recompile
