Service Request Form CSXSRISR : "FRM40202: Field Must Be Entered." In Workbench Tab Notes Block (Doc ID 2149618.1)

Symptoms

On : 12.2.3 version, Service Request Form

When attempting to populate information in the Service Request form, after clicking on a Mandatory field in yellow, the application
does not allow to move to other fields and error FRM-40202 : Field must be entered is thrown

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Service Responsibility
2) Navigate to a Service Request and go to Workbench tab
3) In the Notes area change the View By option to 'All Notes' and then click on Description field but do not enter any text
4) Now try to click on any other field outside the 'Notes' like the Problem Summary field - the error is thrown
