Serial Number Not Available In WIP Issue Form (Doc ID 2149674.1)

Symptoms


Actual Behavior
Find that some serial numbers are not available to be used for transactions in the WIP Issue form even though they exist in stock in the Material Workbench. 

Expected Behavior
Expect the serial numbers visible in the Material Workbench to be available for WIP Issue transactions.

Steps
The issue can be reproduced at will with the following steps:

1. Navigate to Work in Process > Material Transactions > WIP Material Transactions
2. Choose Transaction Type WIP Issue
3. Enter the Details for the transaction
4. Click the Lot/Serial button
5. See there are no serial numbers present
